When you listen to this audio- I want you to hear the tone of Superintendent Vitals voice, and the way she disregards the PTSA parents at her bond information meeting. Most importantly note her reference to "the Elected's". In her mind every elected official in the District is in support of these bonds. She is so confident that she is once again starting discussions of across the board compensation increases for all employees:

BOARD ACTION TO ADOPT DISTRICT’S INITIAL PROPOSAL TO TEAMSTERS LOCAL 952 FOR 2019-2020 NEGOTIATIONS: Approval of Capistrano Unified School District’s initial proposal to Teamsters Local 952 for 2019-2020 re-opener negotiations. As required by Government Code § 3547, after the public has had the opportunity to express itself on the initial proposals, the Board shall adopt its initial proposal.
