Minority Becomes Majority in San Juan Capistrano City Council

Voters bring about a shift in power locally.

For four years, Councilman Derek Reeve has been on the losing end of too many votes to count.

In 2012, he was joined by Councilman Roy Byrnes. Although they don’t always agree, Reeve continued to his mostly losing streak on the big issues: water and development.

But after Tuesday’s election, the minority has become the majority.

Reeve campaigned on a slate with Pam Patterson and Kerry Ferguson. He was sandwiched by the two women for the top three open slots, unseating incumbents Larry Kramer and John Taylor.
