According to the Caltrans project development process and pursuant to the CEQA/NEPA process, the opportunity for public comment is during the Public Scoping Period after release of the Notice of Preparation/Notice of Intent (NOP/NOI) in PA/ED, which is anticipated to begin in the first quarter of 2019.
PLEASE NOTE: The public will be notified of specific dates for public participation. Solicitation of public input will begin in early 2019.

Alternative 14- Connect SR 241 to I-5 via La Pata Avenue Crossing (Local Connection at Avenida Pico)
Alternative 14 would widen Los Patrones Parkway, from Oso Parkway to north of Cow Camp Road and extend SR 241 by adding a new four-lane tolled highway (two tolled lanes in each direction) from north of Cow Camp Road to I-5. Alternative 14 would cross Ortega Highway in unincorporated Orange County, and would run parallel to La Pata Avenue and cross Prima Deshecha Landfill in unincorporated Orange County and the City of San Clemente.
Alternative 14 would connect to I-5 at Avenida Pico in the City of San Clemente. Where Alternative 14 connects to I-5, two lanes in each direction would be provided in the median (widening I-5 to the outside) to the Countyline.
Alternative 14 would transition to the existing alignment of I-5 in San Diego County and would end at Basilone Road.
Alternative 14 would add HOT lanes in each direction on I-5 from Avenida Pico to the Countyline.
Alternative 14 would include the following additional improvements to the identified portion of the corridor:
SR 241 Improvements
Widen Los Patrones Parkway to meet HDM standards for median widths for expressways under restrictive conditions from Oso Parkway to Chiquita Canyon Drive;
Modify existing northbound on-ramp to SR 241 at Chiquita Canyon Drive to accommodate the widening of SR 241;
Modify a future intersection at Cow Camp Road to grade separate Cow Camp Road from SR 241 and add one new interchange on SR 241 at ‘I’ Street, including northbound and southbound connections;
Add one new interchange at Calle Saluda, including northbound and southbound connections;
Add one new interchange at Calle Del Cerro, including northbound and southbound connections;
Add a four lane (two in each direction) median toll lane connector for SR 241 southbound to I- 5 southbound and from I-5 northbound to SR 241 northbound; and
Add climbing lanes in both the northbound direction (north of Calle Del Cerro to Prima Deshecha Landfill, north of Avenida La Pata to Ortega Hwy, as well as from ‘I’ Street to Oso Parkway) and southbound direction (south of Cow Camp Road to Avenida La Pata as well as from the Prima Deshecha Landfill to Camino Del Rio).
I-5 Improvements
Modify seven existing interchanges along I-5 at Avenida Pico, Avenida Palizada, Avenida Presidio, El Camino Real; Avenida Califia, Cristianitos Road, and Basilone Road, to accommodate the widening of I-5; and
Add two HOT lanes in each direction on I-5 from Avenida Pico to Basilone Road, just south of the Countyline.
Local Improvements
Extend existing Calle Saluda to proposed SR 241/Calle Saluda interchange, including a new roundabout; and
Extend existing Calle Del Cerro to proposed SR 241/Calle Del Cerro interchange, including a new roundabout.
Multi-Modal and Sustainability Improvements
Along the SR 241 extension, provide a combination Class I bikeway/pedestrian path that would connect to existing trails within the alternative limits;
Provide Complete Streets treatments at modified and new interchanges consistent with Caltrans’ Main Street, California: A Guide for Improving Community and Transportation Vitality (November 2013) and Complete Streets Elements Toolbox Version 2.0 (January 2017); and
Include sidewalks, ADA ramps, and bikeway connections (as applicable) at local arterial intersections.
Structure Improvements
Under Alternative 14, twenty-two bridges are present within the project boundary. These bridges would be modified to aid in furthering the purpose of the Project. This bridge work includes widening of the existing bridge platforms, e.g. outside widening or median widening, of one or of both southbound (left) and/or northbound (right) sides of the bridge. New bridges would also be created or rebuilt to further the purpose of the Project.
