What are California resident first-time freshmen’s chances of being accepted to a UC?

(These facts are not unique to UC Berkeley, data shows that they apply to all 9 UC Campuses.)

If you are a California resident your chances decline every year as the UC sells an increasing number of seats to out-of-state students and international students for a profit, in violation of state law and the University of California Master Plan for Higher Education.

If you are a White male the odds are against you.

If you are graduating from a California private high school of any ethnicity (except international students from the People’s Republic of China) the odds are against you.

  • 88% of the International students attending a UC are from two regions of the world, Asia and the Middle East.
  • Of the 88%, 61% are from a single country, The People’s Republic of China.

Truth: Out-of-state and international students are being admitted with lower test scores and GPAs. They are not smarter than California’s top high school graduates.

Any student who is wrongfully denied admission, should appeal. The University of California is a taxpayer funded; public land grant institution and as such, California residents are to be given priority enrollment.

The President of the University of California is not empowered to unilaterally set policies that discriminate against California resident students and taxpayers.

The President of the University of California is not empowered to unilaterally set policies that deprive US citizens of their civil rights under the United States Constitution, or deprive them of equal protection under the laws. California Constitution Article 9 Section 9, 14th Amendment to the United States Constitution Section 1.

In 2016, California State Auditor wrote a scathing audit and concluded that the discriminatory practices of the University of California were so egregious that the California taxpayer deserved RECOMPENSE.

The UC Board of Regents failed to force the University of California to comply with any of the auditors recommendations, and sadly these discriminatory practices have continued since 2016. Approximately 10,000 highly qualified CA resident students each year are wrongfully denied admission to the University of California.

Time to ask the Federal Government to review all these student Visas, and to deny Federal funding to any University that is selling seats to students who are not as qualified as the California's top high school graduates.

The United States Government has already started taking a hard look at the Nations top Research Institutions. NIH Director Francis Collins sent a memo to more than 10,000 research institutions last August. University of California Berkeley responded by reaffirming its support for Berkeley’s international community.

Think about that when you are a top California high school graduate that is wrongfully denied a seat at UC Berkeley this coming Thursday.

Then also recognize that the University of California is also engaged in Affirmative Action, giving priority enrollment to community college transfer students with much lower test scores and GPA.

The University of California Master Plan for Higher Education guarantees California residents students who are first-time freshmen graduating in the top 1/8th (12.5%) of their high school graduating class a seat; as a matter of law, based solely on merit.

California law states that the State of California will fund a seat at an “appropriate” campus for every qualified California resident student; as a matter of law, based solely on merit.

Prior to 2009, California residents made up 90% of the University of California’s enrollment on every Campus. However, during the great recession, the University of California began to sell seats to out-of-state and international students in order to raise revenue, and “increase diversity” on campuses.

As a result, every year since 2009, a greater number of CA residents are denied admission to California’s public universities, so that the University of California can profit from the sale of a California resident's seat.

In 2019, 72% of the seats went to a California resident. 28% went to out-of-state and international students in violation of state law and the UC Master Plan for higher education.

Diversity

Diversity on UC campuses is supposed to match the diversity of the State of California.

It does not.

According to the latest census data, Asians are 15.3% of California’s population yet at UC Berkeley they are 43% of the enrollment.

According to the latest census data, White’s are 36.8% of the California population, but make up 21% of the enrollment at UC Berkeley, a decline of 9% since 2009.

Since 2009, First-time freshmen enrollment has increased by 1,657 students. 97% of the new capacity went to Asian students (41%), international students (41%) and Hispanic/Latinx students (27%); while offers of admission to White students have been intentionally suppressed.

The data shows that 88% of the international students are from two regions in the world, Asia and the Middle East.

Of the 88%, 61% are from a single country, The People’s Republic of China.

The University of California’s admission policies are intentionally filling our public colleges and universities with students from a single country- The People’s Republic of China.

That is not diversity.

That is a National Security Risk.

CA taxpayers are being forced to subsidize the education of Asian students from the People’s Republic of China, while California’s top students are being denied access.

According to the California Auditor:

“This significant increase in nonresidents coincided with the university’s decision in 2011 to lower its admission standard for nonresidents. As a likely result, over the past three years, the university admitted nearly 16,000 nonresidents who were less qualified on every academic score we evaluated than the median scores for admitted residents.”

Contrary to popular belief, the increased number of Asian students on University of California campuses is not because they are smarter than the California residents that they are displacing.

Male students appear to be disadvantaged in the admissions process. The data shows that on all UC campuses, except UCLA and UC Berkeley the ratio of males to females is closer to 50%.

Since 2009, UC Berkeley has cut admissions of students graduating from California private high schools by 3%.

Since 2009, UC Berkeley has cut admissions of students graduating from California public high schools by 15%.

Since 2009, UC Berkeley has increased admission of students graduating from foreign institutions by 8%.

The University of California is denying seats to California residents who have higher test scores and GPAs, in order to sell seats to increase revenues. 29% of first-time freshmen enrollment is going to out-of-state and international students.

Affirmative Action

The University of California is now guaranteeing admission to community college transfer students who are admitted with much lower test scores and GPA’s

The UC changed policies to increase enrollment of community college transfer students, under a new TAG program (Transfer Access Guarantee). Under TAG a greater number of seats would go to community college transfer students. See TAG Matrix.

Since 2009, Transfer Student Enrollment has increased by 26 students; however, from 2018 to 2019 under the University of California’s new Transfer Student Guarantee (TAG Program) has increased by 249 students in a single year.

The Master Plan for Higher Education never intended to Guarantee Access to Community College students, out-of-state or international students. It was meant for first-time freshmen graduating from California high schools who were in the top 1/8th (12.5%) of their high school graduating class. Berkeley is not a TAG school, but transfer student enrollment is going up at Berkeley.

Community College Transfer students are now displacing first-time freshmen graduating in the top 1/8th (12.5%) of their high school graduating class. This will continue to accelerate under a new MOU between Janet Napolitano, President of the University of California and Eloy Ortiz Oakley, Chancellor of the California Community Colleges.

The University of California, sells seats for a profit then uses those funds to subsidize the tuition, room and board of community college transfer students who are accepted with much lower test scores and GPAs through the University of California’s Undocumented Students Initiative.
