Rowdy Temecula Neighbors Could Find Themselves In Hot Water

What constitutes a public nuisance in Temecula? The city wants to further define it.

TEMECULA, CA ? Temecula is looking to update the definition of what constitutes a "public nuisance" in the city, and that process is currently under review.

On Wednesday, the Temecula Planning Commission will discuss a proposed update to the city's Municipal Code regarding nuisances.

The "public nuisance" issue, one of several recommended Municipal Code updates from city staff, seeks to clarify that certain activities not already identified in the code constitute a public nuisance in Temecula, according to city documents.

Specifically, those activities are anything that disturbs neighbors "of reasonable sensibilities." Noise, loud music, loitering, littering, vandalism, urination or defecation, graffiti, partying, ball playing, drug use, "and similar disturbances" are all part of the proposed update, city documents show.

Additionally, the update would clarify that properties with continual crime or criminal activity would be subject to "abatement and/or administrative actions." According to the proposal, that activity includes but is not limited to drunkenness, fights, assaults, prostitution, narcotics, theft and robberies.

If approved by the Planning Commission, the proposed public nuisance updates would be sent to City Council for consideration. If the council gives a green light, the updates will be incorporated into Chapter 8.12.020 of the city's existing Municipal Code.

Temecula has long sought to keep neighborhoods quiet for residents. Short-term rentals are prohibited in the city, and those who flout the ordinance face $1,000 per day in fines. Additionally, the city has worked to tamp down excessive partying in commercial areas like Old Town.
