The Berlin Police Department reported the following arrests:
Dec. 25
Jorge Palapa, 23, of 305 Hanover St. in Meriden, was charged with operating a motor vehicle without a proper license, reckless driving and driving under the influence of drugs and/or alcohol, Dec. 25.
