The child was inside a car with his mother and two young siblings when the shooting occurred, police said.

HARTFORD, CT — Gunfire erupted from a vehicle on Nelson St. Saturday afternoon, resulting in the death of a 3-year-old boy, according to multiple sources.
WFSB-TV reported police responded to a ShotSpotter activation in the 100 block of Nelson St. around 2:20 p.m., and were alerted that a 3-year-old boy had been taken to a nearby hospital with gunshot wounds, from which he succumbed.
The victim has been identified as Rondell Jones of Hartford, NBC CT reported. He was inside the car with his mother and siblings aged 4 and 5, Fox 61 reported.

Police said the target of the shooting was also inside the car and that the shooting was intentional, Fox 61 reported. Police said a passenger in a black Honda Accord pulled alongside another vehicle and began firing shots, apparently at a male passenger who fled the scene following the shooting, NBC Connecticut reported.
Both stations reported the suspect vehicle, which fled the scene and is still at large, had been stolen out of Windsor Locks. The search for the suspect continues Monday.

Hartford Mayor Luke Bronin said, according to Fox 61 “Our whole city's heart breaks for this child and for his family. This is a crime that wounds a community and we are grieving with the family of this little boy.”
The response from government to this cannot be nothing. A 3 year old is dead. Do not let yourself believe this is inevitable. And the flow of illegal guns into places like Hartford is made possible by the holes in our background checks system. https://t.co/y735g4oZec
