Saint Francis Emergency Medical Services Manager Reappointed

John Quinlavin, LP, EMSI, Manager of Emergency Medical Services at Saint Francis Hospital, has been reappointed to the Connecticut Emergency Medical Services Advisory Board (CEMSAB). The Board is responsible for making recommendations to the Commissioner of Public Health on matters related to emergency medical services.

The Board consists of 41 voting members appointed by Legislators and the Governor. The Governor appoints 16 members, while the remaining 18 members of the Board are appointed by various members of the State Senate and House of Representatives. Quinlavin was appointed by Speaker of the House Matthew Ritter, who named three individuals to the Board for 2021.
“It is truly a pleasure to continue to have the opportunity to work with so many dedicated and talented EMS professionals from across the state and from all components of the EMS system,” said Quinlavin, who has been a member of CEMSAB since its inception in 1998 and served as chair of the organization for 13 years. “We continue to serve our mission of providing guidance and advice to the Department of Public Health and the Commissioner. The collaborative relationship between the Board and DPH allows for the growth, advancement, and enhancement of patient care through the EMS system in Connecticut.”

Much of the behind-the-scenes work of CEMSAB is accomplished by the various specialty standing and ad hoc committees and workgroups. Quinlavin is currently a member of several committees within CEMSAB, including the Steering Committee, Mobile Integrated Healthcare Committee, Medical Advisory Committee, and the Legislative Committee.
CEMSAB makes recommendations, provides guidance and strategic planning, and creates initiatives for the Office of Emergency Medical Services (OEMS) within the Connecticut Department of Public Health. The Office of Emergency Medical Services is responsible for strategic planning, regulatory and statutory oversight, as well as programmatic implementation of Emergency Medical Services (EMS) in the state.
