The state Department of Children and Families began investigating Russ on Feb. 28 and, on March 5, state police became involved, according to a report. A staff member at the school told authorities that two students were caught smoking THC (a marijuana ingredient) in school and the supplier was another student, according to a warrant.

A freshman at E.O. Smith told investigators that she bought a "dab cartridge" of THC from Russ for $25 on a bus ride home from school. The freshman later smoked it in a rest room in the E.O. Smith agricultural education wing, according to a warrant.

The student was caught passing a note to a friend in class about being "high," was sent to the nurse's office for evaluation and school staffers alerted the student's mother, according to a warrant.

The student then said the vial was purchased from Russ on the bus, according to a warrant. School officials notified DCF, according to a warrant.

Ashford students attend E.O. Smith as part of Regional School District 19.
