Man Charged With Public Indecency In Mansfield
A man was arrested for masturbating in his car while staring at a man in another car, according to police.
MANSFIELD, CT — A man was arrested on charges that he masturbated in his car while staring at a man in another car, according to police. Andre Belisle, 59, of Chaplin, was charged with second-degree breach of peace and public indecency.
Police said they received a call Tuesday at 9:01 p.m. regarding a complaint at the Mansfield boat launch. The victim said he was sitting in his truck at the boat launch when Belisle pulled up next to him and began masturbating in his car.
When the victim went to confront him, Belisle covered his face, then started his car and fled, police said. However, the victim was able to take a picture of Belisle's license plate which he gave to police.

Belisle was released on $1,000 bond and will appear in court July 24.
