Video Shows Confrontation After Traffic Stop In Naugatuck: WATCH

Naugatuck police released video of an incident that led to a complaint against an officer and prompted an internal investigation.

NAUGATUCK, CT — Naugatuck police released footage Wednesday from body cameras worn by officers during a traffic stop that has become the subject of an internal investigation.

Police also released surveillance footage and a Facebook post from the man who filed a complaint against the officer in the incident. The officer has been identified as Ian Kosky, who has been with the department for 14 years.

On Tuesday afternoon, police learned of a video circulating on social media that depicted a traffic stop involving Kosky. Police determined the footage stemmed from a traffic stop that occurred around 9 a.m. on Sept. 21 at a road construction site on Rubber Avenue.

The surveillance video shows a driver moving around traffic cones and a police cruiser to enter a parking lot. The police cruiser was blocking a lane due to construction on Rubber Avenue.

Kosky is seen in the video approaching the driver as he gets out of the car. At one point, Kosky moves closer to the man and they are face-to-face. The video then shows Kosky grabbing the man’s hand and turning him around against the car.

The driver described the incident in a post on Facebook, which police shared a screenshot of (see below).

The man filed a formal complaint with the police department and Chief Steven Hunt has ordered an internal investigation into the incident.

Police also released body cam footage from the incident. The footage is from officers who responded to assist at the scene. Kosky wasn’t wearing a body camera because he was working traffic duty, according to police.

The surveillance video from the parking lot that shows the confrontation between Kosky and the driver (at the 28:34 mark of the below video) doesn’t have sound.

The department is in receipt of a formal complaint from the subject of the traffic stop and as such Chief Steven Hunt has ordered an internal investigation of the incident to be initiated.

“The investigation is in its early stages and is ongoing,” police said in a news release.
