Police Commission Meeting April 12, 2021

I have not received any response to my Citizen Complaint from the March 8, 2021 Police Commission Meeting on my Citizen Complaint regarding the Internal Investigation of the Vandalized Footlocker although I was assured at the meeting that the Commission would review the findings.

The Police Commission is instituted to serve as an oversight to the Police Department, not an appendage of the Police Department where any questions inconsistent with their narrative of a public perception that Chief Boulter is invincible and must be protected at any cost.

These perceptions can destroy the Simsbury Police Department with Chief Boulter’s abuse of power.

A letter I received from Chairperson Jennifer Caufield of the Police Commission stated, “The Simsbury Police Department is always interested in feedback from the community it serves. It encourages input, positive or constructive, regarding the performance, program, and initiatives. It also welcomes suggestions or ideas for improvement and betterment of the community.”

Under these guidelines, I asked the Police Commission to review the Citizen Complaint I made concerning the Internal Investigation of the Vandalized Footlocker.

It appears that the conclusion to the Investigation that it was inconclusive in finding the Officer who lied when questioned is flawed, when officers stated that they knew who vandalized the Footlocker and one of the Officers had a red face and used expletives when questioned.

As a member pf the community, I find the Police Department using prosecutorial discretion or a momentary lapse in judgement, to protect one of their Officers, does not give the community a positive attitude in the Simsbury Police Department’s investigative techniques.

I am asking the Police Commission to forward their findings to me.

I would like to have a response to my comments under the Citizen Compliant policy of the Police Department during the Public Audience section of the April 12, 2021 Police Commission meeting.

Recently one of the Simsbury Police Officers became pregnant and required a Maternity Police Uniform to continue in her regularly assigned duties.

According to law, the Police Department must provide a Maternity Police Uniform to accommodate her pregnancy for her to continue with her assigned duties.

It is alleged that the Simsbury Police Department does not have a light duty policy.

How has the Simsbury Police Department met the needs of the Police Officer while adhering to the Discrimination Laws and the Simsbury Police Department policy?

Has the Police Department provided a Maternity Uniform to the Officer?

If not, why not?

Corey Thomas, the only Black Officer, was hired on December 9, 2019 when Chief Boulter felt he was a good fit. Corey Thomas stated that he felt he was a good fit.

Corey Thomas transferred from the New Britain Police Department with a

10 year stellar record.

Corey Thomas was assigned for training which is Police protocol.

It is alleged Corey Thomas abruptly resigned and placed his equipment on Chief Boulter’s desk and departed.

Many Police Officers have transferred from other Police Departments without incident and are presently serving in the Simsbury Police Department.

Corey Thomas immediately returned to the New Britain Police Department.

Has the Simsbury Police Department filed an After-Action Report or any reports giving the reasons for Corey Thomas’s abrupt departure?

Since this information is available under the Freedom of Information Act, I am asking for the complete report.
