Roswell Court Operations on Council Agenda

A proposed change in the city charter is scheduled for final action Monday.

The second reading of a proposed charter amendment related to municipal court positions is on the Monday meeting agenda of the Roswell Mayor & Council.

The meeting begins at 7 p.m. in the Council Chambers of City Hall, 38 Hill Street. See the first attached PDF for the full meeting agenda.

A first reading of the proposed change to the charter (see second attached PDF) was approved earlier this month.

The language in the charter amendment is more open-ended on the subject of court personnel, saying "the City shall be authorized to provide for such Court personnel as deemed appropriate for the effective operation of the Municipal Court of the City and the timely administration of justice."

The moves comes on the heels of the council's September vote to outsource court services, which prompted a lawsuit by two municipal court clerks.

Deputy City Administrator Michael Fischer has said the new charter language doesn't eliminate positions but gives the city "more flexibility in staffing positions" that were limited with the charter written as it is.

Also on the agenda are the following items:

  • Approval of an $80,000 contract with The Cultural Planning Group for consultant services for the Community Cultural & Arts Assessment and Plan (details here);
  • Approval of $50,000 in funding assistance for the Gilhams Lake Homeowners Association (HOA) under the Lakes and Ponds (L&P) Partnership program;
  • Approval of an $89,500 contract with Woodwind Construction Company, Inc. for the completion of the Midtown Gap Sidewalk Construction Project (details here);
  • A presentation of the Recreation, Parks, Historic and Cultural Affairs Department Annual Report.
