Green Infrastructure Feasibility Policy Explained, Sandy Springs

The Sandy Springs City Council has adopted a policy to promote sustainable stormwater management by integrating green infrastructure into land development activities. The new policy applies to all projects subject to Sec. 9.6.3 of the Development Code, specifically development that creates new impervious surfaces of 1,000 square feet or more and/or disturbs 5,000 square feet or more land.

Under the new policy, a Feasibility Analysis will be required on each project to determine if the implementation of green infrastructure is deemed feasible. The construction of green infrastructure practices on City projects that pass the Feasibility Analysis will be required, while it remains strictly voluntary for private development. The evaluation criteria include soil characteristics, presence of landmark trees, cost, and construction delays.

The policy was created in response to the requirements of the State’s Phase II Small Municipal Separate Storm System (MS4) NPDES Permit, which includes a mandate that the City develop a program describing GI/LID techniques and practices to be implemented. Through the Next Ten Comprehensive Plan, the City also committed to improving stormwater management, explicitly calling for low-impact development and green infrastructure.

The new policy takes effect on April 1, 2021. The analyses conducted will be compiled and used for review of the policy within 18 months of adoption. Guidance on compliance with the policy will be the topic of the next Build: Sandy Springs Seminar, which takes on March 24, 2021.
