$150M Arlington 425 Residential Campus Receives Approval

The Arlington Heights Village Board made some modifications Monday to the plans for the project, one of the largest ever downtown.

ARLINGTON HEIGHTS, IL — It appears the time is nearing to get out the ground-breaking shovels for Arlington 425. With a few modifications to the residential and commercial mixed-use development plan, the Arlington Heights Village Board Monday unanimously approved the $150 million project for the downtown area. The project is planned for a vacant parcel bounded by Highland Avenue, Campbell Street and Chestnut Avenue.

"Well, it took a while to get there. It wasn't the 3.5 hours that it took the Plan Commission (on March 31), but still it was a worthwhile discussion," Mayor Tom Hayes said following an 8-0 vote and more than two hours of discussion. "I'm glad we went through it. I'm very much looking forward to seeing shovels in the ground."

The project, by developer Bruce Adreani of Park Ridge's Norwood Builders, consists of two phases:

  • PHASE ONE — Development of Campbell Building with 234 residential rental units, 7,962 square feet of commercial space, and 345 parking stalls within the four-story Highland garage.
  • PHASE TWO — Construction of 85 units within the Chestnut Building.

Among the changes made to the original plan following meetings by the Design Commission (March 30), Plan Commission and Monday's Village Board meeting was nixing a proposed seven-story residential building on Highland Avenue above six stories of parking (13 stories) and replacing it with a four or five-story parking garage.

In addition, the proposed Campbell Street building was changed from a nine-story building with 182 residential units and commercial space on the first and second floor, to a 10-story building with 26 more residential units proposed in place of the second-floor commercial space and 7,900 square feet of commercial space on the first floor. The original proposal asked for 43,800 square feet of commercial and office space.

A story was also added to the 54-unit, four-story building facing Chestnut Avenue building with its proposed 85 residential units.

This $150 million development was approved by the Village Board in May 2019 after extensive review. In August 2020, the developer was granted an extension to zoning approvals on the site until June 2021, according to the Village of Arlington Heights.
