Man Charged With Three Counts of Driving Under the Influence

According to the Arlington Heights police blotter, a local man has been accused of driving under the influence of both drugs and alcohol.

ARLINGTON HEIGHTS, IL — The following information comes from the Arlington Heights Police Department and court records as a record of police activity, including incidents reported by the public and those arrested by police. Criminal charges represent accusations by the state and are often dropped or reduced. Updated information may be available from the Cook County Clerk of the Circuit Court.

Every person arrested is presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.

  • Kevin Fredriksen, 59, of the 500 block of West Oakton Street has been charged with two counts of driving under the influence of drugs and one count of driving under the influence of alcohol. The 59-year-old was also charged with possession of a controlled substance and unlawful possession of medical Cannabis while driving. Fredriksen was arrested at the 900 block of East Rand Road at 9:00 p.m. on March 12. He is set to appear in court on April 6.
  • Calvin Perkins, 24, from the 400 block of East Ridge Road was arrested near his home on March 12 at 10:45 p.m. and charged with one count of driving under the influence. It is not yet known if Perkins is charged with driving under the influence of drugs or alcohol. Perkins was released on I-Bond and will appear in court on April 23.
  • Thomas Dowd, 56, from the 2700 block of North Dryden Place is charged with one count of driving under the influence of alcohol. Dowd's blood alcohol level is not yet known from when he was arrested on March 14 at 6:40 p.m. Dowd was arrested in the 2800 block of North Dryden Court and is scheduled for court on April 23.

DRIVING WITHOUT PROPER LICENSE

  • Lorne Flowers, 42, of Rockford is accused of driving with a revoked or suspended license. Flowers was arrested at 1:47 a.m. on March 14 on West Algonquin Road and then released on I-Bond. Flowers is scheduled for court on April 22.
  • Victor Manuel Salinas Cardenas, 32, of Elgin was arrested on one count of title/regulation possession offenses, one count of driving with a revoked or suspended license and one count of operating an uninsured vehicle. Salinas Cardenas was arrested at 6:35 p.m. on March 14 in the 1400 block of North Rand Road and will appear in court for all three counts on April 23.
  • Leo McGuinn, 26, was arrested on one count of armed robbery without a firearm on the 500 block of North Hicks Road at 2:08 p.m. on March 7. He will appear in court on April 2. McGuinn lives in Palatine.
  • Jose Rabadan Esquivel, 25, of Rolling Meadows was arrested on March 18 at 12:30 a.m. on the 1800 block of South Fernandez Road for driving without a license. He was released on I-Bond and is scheduled back in court on April 22.

BATTERY

  • Larry Martinez, 22, of the 2200 block of Nichols Road in Arlington Heights, was charged with one count of domestic battery. Martinez was arrested on March 18 at 4:21 p.m. at 1200 West Nichols Road. A court date has not yet been set.
  • Richard Phillips Jr., 22, of the 2800 block of West 64th Street in Chicago, was arrested on one count of battery/bodily harm. Phillips was arrested on March 18 at 3:40 a.m. at the 700 block of East Rand Grove Lane. He bonded out and will appear in court on April 16.

POSSESSION OF A CONTROLLED SUBSTANCE

Marlvin Hill Jr., 24, from the 100 block of North Dryden Place, was arrested at 12:43 a.m. on March 16 at 1200 South Arlington Heights Road. He is accused of possession of a controlled substance. His court date is set for April 12.
