Officers learned that the driver of a 2018 East ST semi-truck was driving northbound on North Lake Street when he saw Clark walking bent over and stumbling on the sidewalk.

As the truck passed Clark, the driver reported seeing the man "stumble into the roadway through his passenger side mirror and apparently into the passenger side of the truck’s flatbed trailer."
