Elmhurst Gets Serious About Problems At House: Report

The police department issued a "chronic nuisance" warning to a homeowner.

ELMHURST, IL – Elmhurst police issued a “chronic nuisance” warning to the owner of a house late last week.

The house is in the 900 block of Hillcrest Avenue, but the police did not indicate in its media reports Monday the exact address.

Under city ordinance, a chronic nuisance property is one in which three or more nuisance activities have occurred within 180 days. Such activities can include disorderly conduct, drugs, weapons violations, assault, battery and serious code issues, among others.

If a nuisance continues, a city hearing officer can levy fines. If it reaches a court, a judge can assess fines and close the property from all use for 30 to 180 days.

According to police reports, here are some of the calls to the 900 block of Hillcrest in the last couple of months:

  • In a domestic disturbance, a person said a youth threw an ironing board at him. The suspect and a witness said the suspect pushed the ironing board over.
  • A front driver's side tire of a car was slashed early in the morning.
  • A medication bottle was empty, while another was missing. The victim declined to authorize an investigation.
  • Anthony M. Pulido, 41, was charged with assault and damage to property. He was released on bond. The incident was reported as happening where Pulido lives on Hillcrest. According to a police report, the victim said Pulido broke a 12-pack of beer bottles and threw some broken glass at the victim. Pulido admitted breaking the bottles, but denied throwing any glass, police said.
  • Joseph A. Pulido, 47, threw a candle at a victim, for which he was charged with domestic battery, police said. He was taken to the DuPage County Jail. He also was reported as living in the house.
  • Two people were involved in an argument, but it never turned physical. The parties agreed to separate for the evening.
