Flossmoor Road Viaduct Floods '2-4' Times Per Year: Public Works

Complaints on the flooding at the viaduct in downtown Flossmoor come from both residents and business owners.

FLOSSMOOR, IL — Engineering work has begun on a project to fix the flooding issue that's been prevalent at the Flossmoor Road viaduct in downtown Flossmoor for years. Village of Flossmoor Public Works Director John Brunke said the entire project could cost between $5.7 million and $6.5 million.

"The issue has existed for many decades and has only become worse due to increased rainfall in the region," Brunke said, noting that in recent years the viaduct floods "2-4 times per year" on average.

The engineering portion of the project is expected to cost $40,000 alone, officials said.

The money spent in the agreement with Baxter & Woodman Engineers of Crystal Lake to create a "preliminary design" for the project will come from their REBUILD Illinois bond funds, which a village memo described as bonds through the State of Illinois 2019 capital bill "to be used for transportation-related construction projects" and managed by the Illinois Department of Transportation.

Brunke said the flooding causes the village to receive complaints from both residents in the neighborhoods near the viaduct and business owners in the Central Business District.
