Western Springs Man 'In A Lot Of Trouble': Report
Resident faces drug, assault and disorderly conduct charges.
WESTERN SPRINGS, IL — A Western Springs man with a revoked firearm owner's identification card had a pistol in his cabinet last month, next to a small plastic bag of cocaine, police said.
Raymond J. Topps, 43, of Western Springs, was charged with unlawful possession of a controlled substance, assault and disorderly conduct.
Through a public records request, Patch obtained the police report on Topps' arrest.

On April 23, a judge issued a firearms restraining order, allowing police to search Topps' house in the 5500 block of Heritage Court. This was in response to a report of a gun in the house.
Asked whether he had any guns, Topps said there was one somewhere in the kitchen, police said. In the kitchen cabinet, police found a 9mm pistol containing a magazine with eight rounds, along with the small bag of cocaine, according to the report. Officers also said they found 18 firearm magazines in the master bedroom, containing 200 various rounds of ammunition, police said.

A witness told police he left the gun at Topps' house after going to the range at some point in the last two years. But police said the witness could not provide the make, model or caliber of the gun.
When asked further questions, the man became uncooperative, saying, "I'm not going to speak anymore because it sounds like Ray is in a lot of trouble," according to the report.
The charges included previous complaints of assault and disorderly conduct, but the report included no details.
According to the report, a prosecutor rejected charging Topps with possession of a firearm while his FOID card is revoked. The prosecutor said the decision was "due to Mr. Topps not having the firearm in his possession upon recovery," the report said.
In 2019, Topps turned in five guns to Western Springs police, the report said.
