UPDATE 1 p.m. — The Anne Arundel County police announced Thursday that the driver of an SUV that struck a child Thursday morning in Laurel has turned himself in. The police have charged James Hunter, 37, of Laurel, with failure to remain on the scene of an injury crash, a traffic charge.
