Scanlon Speaks on Beverly CPA Proposal

Find out what Mayor Scanlon thinks about the Community Preservation Act in Beverly.

The Community Preservation Act, a proposed program to create a Beverly-controlled fund for historic preservation, affordable housing, open space and recreation, will be on the ballot Nov. 6. 

Mayor Bill Scanlon offered the following statement on his Facebook page, regarding the proposal: 

As the mayor I have offered no advice regarding the Conservation Preservation Act (CPA) because it is a tax; although a small one intended for very good purposes.

As an individual, I support the CPA because it will help make Beverly an even better place, to live, work and raise a family.

What is relevant, but not well understood, is that the State of Massachusetts collects fees from every city and town, including Beverly, and distributes those funds in the form of a CPA match to those communities that pass the CPA.  Thus currently, and in the future if Beverly doesn’t pass this measure, our city’s contribution will support other communities around the Commonwealth including our North Shore neighbors of Wenham, Boxford and Peabody.
