Under the proposal, designed to ease access for Plymouth residents and cut down on parking on side streets, each resident in the White Horse Beach district will receive two guest passes for each sticker bought starting in 2021.
Guest passes will be linked to the property address on the application form. These guest passes will be recognized at WHB only.

Those who rent out properties weekly would have to provide their guest passes to the renters. Long-term renters will be able to purchase passes with proof of WHB residency.
If a guest pass is lost, a replacement pass will be available at a cost of $100 for the first one and $200 for the second one. Replacement passes will only be given once per season.
Resident stickers will be required for parking within the White Horse Beach District from May 1 to Oct. 15.
Those working on the street will be required to display proof of working in their vehicles.
The program will provide for dedicated district enforcement of the new resident sticker requirements.
