Five Things You Need to Know Today, Feb. 28
Union rally, icy conditions and a new restaurant nearby.
Today is Monday, February 28. Here are five things you need to know:
1. Today's forecast isn't the greatest if you're planning to be outdoors. Temps will reach the mid-40s (that's the good news), but freezing rain and high winds reaching 21 mph could create dangerous and icy conditions.
2. Tico, the newest spot from celebrity chef Michael Schlow (Radius, Via Matta, Alta Strada), has set up shop in the old Cottonwood Café space on Berkeley and offers patrons something hot and spicy with Latin American, Spanish and Mexican influences. Tico has been open for only two weeks and is already bumping – check out Back Bay Patch's review . So many tequilas, so little time.

3. Logged off for the weekend? Check out our coverage of Saturday's rally at the state house. Union supporters from all over the region gathered to protest a bill by Wisconsin Gov. Scott Walker banning collective bargaining. Full story and photos are .
4. Boston Magazine states the obvious in its March issue, calling the South End a "food lover’s paradise" in its "Best Places to Live" article. Read more excerpts from the issue, which hits stands tomorrow, here.

5. Boston schools get an F in science as more than half of the city's eighth graders lack a basic understanding of science concepts, according to The Nation's Report Card, a national test given to students in the fourth and eighth grades. Fourth grade scores were bad enough, but grade-level proficiency sunk to an abysmal 14 percent — half the already-sorry national level — by the time kids were in middle school.
