Candidate Statement: Kevin MacDonald, Board of Selectmen

This is the candidate statement of Kevin MacDonald, candidate for the Board of Selectmen.

Hello;

My name is Kevin MacDonald. I am a life long resident of the Town of Wilmington. As a candidate for the Board of Selectmen, I have listened to the concerns of the people of the community and would like to incorporate their concerns in my plans for elected office and government service. A significant number of people are troubled by the failures of the Board of Selectmen and a serious conflict of interest issue that affronts our integrity values.

The conflict occurs as a result of Selectman, Lou Cimaglia, also being an employee of the town. A selectman is a member of a board that is charged with oversight of the Town Manager's character, duties, and interactions. The Town Manager is the Supervisor of the Town's employees. Therefore, it seems evident that Selectman Cimaglia's act of occupying dual roles (Selectman and Town Employee) presents the appearance of a situation of competing interests or loyalties. How can the Selectman, address an infraction or other untoward situation on the part of the Town Manager, if the Town Manager is his superior; clearly in a position of retaliation? (Note: This dual role situation subjects Selectman Cimaglia to the possibility of experiencing a struggle between diverging interest, points of view, or allegiances; thus a clash of fiduciary responsibilities. The tensions of the duality of positions and functions can initiate a conflict relevant to doing justice to any actual or potentially adverse interests.) The taxpayers of Wilmington deserve to be represented by a non biased selectman that will watch out for their best interests, maintain the integrity in leadership, and the dignity of this community.

If elected I will demonstrate leadership integrity. My general approach is one of inclusions, an eagerness to accommodate the needs of the people, transparency and the immediate respect for diverse opinions. As a selectman, I will pledge to monitor and support the hiring of qualified, competent, people to fill public service positions. I believe the people of Wilmington deserve tax relief. Eliminating wasteful spending with an objective assessment to examine and streamline staffing can be a major contribution to guard against over spending and guard against creating or contributing to a pension fund crisis.
