University of Michigan Best Public University in U.S.: QS Rankings
U-M was the only American public university to make the top 25 in QS World University Rankings.
ANN ARBOR, MI — The University of Michigan is the top public university in the United States, according to new rankings released this week that rated the nation’s top private and public universities.
U-M was ranked the 23rd best in the world and was the only American public university to crack the top 25, according to the 2016-17 QS World University Rankings. The rankings are based on university performance in four areas — research, teaching, employability and internalization — and calculate scores on weighted factors, including academic reputation, student-to-faculty ration, citations per faculty and employer reputation. According to the QS rankings: “The University of Michigan, one of the world's leading public universities, has 28,000 undergraduate and 15,000 graduate/professional students from all 50 states and 121 countries. Students may choose from over 240 undergraduate majors, over 90 master's programs, and over 100 doctoral programs. Numerous research and study abroad opportunities are offered at both the undergraduate and graduate levels. A wide variety of social, cultural, and athletic activities are available. There is something for everyone here.”

When the world rankings are considered, the University of Oxford comes in at No. 6, UCL (University College London) comes in at No. 7, ETH Zurich - Swiss Federal Institute of Technology comes in at No. 8, and Imperial College London comes in at No. 9.
