The white flags are marking a number of things. There will be a main line of fiber that is being bored underground on one side of the street. Then roughly every 2-3 houses there will be an underground crossing and a pedestal or hand hole to service the other side of the street. So the white flags could be showing proposed locations for the underground fiber, a flush mounted hand hole or an above ground pedestal.
