Portsmouth Police Log: Cruiser Accident, Child Abuse
Accident involving two police cruisers and reports of child abuse were among incidents reported in the Portsmouth Police log June 28-July 1.

PORTSMOUTH, NH — The following items were selected from the Portsmouth police log. Arrests do not indicate guilt. The names of any minors have been omitted.
Friday, June 28
12:29 a.m. — An ambulance is called after a woman falls off her scooter on Middle Street.
1:49 a.m. — On Hanover Street, a white truck reportedly races around the garage. Jason Robert Kirkhuff, 38, of Jersey City, New Jersey, is charged with DWI.

1:56 a.m. — An officer is flagged down after a vehicle reportedly strikes a pole on Lafayette Road. The airbags are deployed and the vehicle is towed. The driver is cited for negligent driving. His mom picks him up.
10:59 a.m. — A two-vehicle accident is reported near the off-ramp from the bridge, a 911 caller states. A driver reportedly ran a red light.

1 p.m. — Police receive a report from the health department regarding three dogs living in squalor in Portsmouth.
2:47 p.m. — Ronald J. Ciotti, 39, of North Hampton, is charged with driving after revocation or suspension and having a false inspection sticker.
4:20 p.m. — A Portsmouth police cruiser and a Gilford police cruiser are involved in a minor collision on Woodbury Avenue.
4:43 p.m. — An 18-year-old is reportedly walking around the Holiday Drive neighborhood with a knife. He reportedly threatened someone. Alexander Wilcox, 18, of Portsmouth, is charged with domestic violence criminal threatening and criminal mischief.
5:10 p.m. — An ambulance is called to Airline Avenue after a man is found on the ground.
5:52 p.m. — A highly intoxicated woman is taken to the hospital.
6:06 p.m. — A vehicle collides with a bicycle on Islington Street. A man has a cut on his arm and is taken to the hospital.
8:13 p.m. — Someone on a dirt bike is reportedly driving dangerously, speeding and popping wheelies throughout Pease. Police cannot locate the bike.
8:30 p.m. — A 37-year-old driver receives a summons for marijuana possession after being stopped for a lane control violation in the area of Maplewood Avenue and Deer Street.
10:56 p.m. — At a downtown business, a group of men throw a slice of pizza at one of the staff after a dispute and is refusing to leave. They later leave and are seen eating pizza. Police tell them not to return to the business.
Saturday, June 29
12:11 a.m. — A group of six people is reportedly highly intoxicated and is threatening to fight someone. Police move the party along, determine no crime has been committed.
6:20 a.m. — A man is reportedly sleeping outside of the bathrooms at Prescott Park.
8:08 a.m. — A reckless driver is reported on Lafayette Road.
11:32 a.m. — A three-vehicle accident is reported on Route 1 Bypass near the Portsmouth traffic circle. Two of the vehicles are still in the roadway. State Police are unavailable, Portsmouth police handle the call.
11:58 a.m. — A vehicle is towed on Lafayette Road after an accident involving one patient. No one was taken to a hospital, but there is property damage.
4:09 p.m. — An officer helps someone remove a piece of plastic jammed into their mailbox.
5:40 p.m. — Two "vagrants" drinking in the bushes are reported in the area of Hill Street. A caller believes one of them spray painted "Hobo Rock" in the area. Police find no open containers when they arrive.
6:10 p.m. — Child abuse is reported in the police station lobby.
10:19 p.m. — A hit-and-run accident is reported on Islington Street, but then the person responsible reports the incident in the police station lobby. No injuries, non-reportable damage. It will remain a civil matter.
10:52 p.m. — Simple assault by a patient on Borthwick Avenue is reported.
10:53 p.m. — An unruly customer is reported on Market Street.
11:13 p.m. — A "tortoise-shell" cat Nina, wearing a red collar with a white pom-pom, reportedly got out of the house on Shearwater Drive through an open window.
11:26 p.m. — A water problem is reported on Dearborn Street. Police assist the Fire Department. Water is shut off.
11:39 p.m. — Jared M. Hett, 19, of Portsmouth, is charged with unlawful possession of alcohol and two counts of DWI.
Sunday, June 30
12:03 a.m. — On Gates Street, a group of about four men walk toward Marcy Street singing loudly. Someone tells them to shut up, but they get louder.
12:12 a.m. — A large tree limb is removed from the roadway in the area of Parrott and Richards avenues.
12:36 a.m. — A wallet is found on a bench downtown.
3:10 a.m. — A large tree reportedly comes down in the roadway on Elwyn Avenue, taking down some wires. A utility pole is damaged, Eversource is called. Part of the road is closed. The city arborist is on site and has put up barricades.
Monday, July 1
6:28 a.m. — On Woodbury Avenue, a gas station manager checks gas pumps to make sure there are no card scanning devices.
8:19 a.m. — A mangy looking fox is reported on Peirce Island. It is moved away from people.
8:42 a.m. — Someone activates the panic button in a New Hampshire Avenue elevator. Police determine all elevators are running fine.
10:55 a.m. — Joseph J. Poulin, 48, of Sandown, turns himself in on a warrant from Portsmouth police.
11:56 a.m. — Police take away three dogs from a Dacatur Road home. Two of the dogs are going to SPCA, police will return for the third dog.
12:24 p.m. — On Leslie Drive, a man is reportedly driving by a home slowly and taking photos. He tells police he is an appraiser.
12:27 p.m. — A baby deer runs around the ball fields on Peverly Hill Road. Fish and Game states it's normal for fawn to be left alone by their mothers for up to 24 hours, to scavenge for food, but to call back if the baby deer is still seen alone after 24 hours.
12:31 p.m. — New Hampshire State Police are on scene of a two-vehicle accident involving injury at the Portsmouth traffic circle.
12:48 p.m. — At the police station, someone reports a child being sexually abused.
1:52 p.m. — A Medicare card is found in a police cruiser.
1:16 p.m. — Optima Bank reportedly has footage of tagging in the area.
5:25 p.m. — Four kids are reportedly standing on the train tracks near Route 1 Bypass North. They are 10 to 14 years old and are gone when police arrive.
5:31 p.m. — Five people reportedly have head injuries after a vehicle is rear-ended on Market Street near Kearsarge Way. The accident turns out to only involve property damage, no injuries. A driver of GMC is released on a summons. David R. Bergstrom, 61, of Naples, Maine, is charged with driving after revocation or suspension. At least one vehicle is towed.
6:37 p.m. — A two-vehicle accident is reported on Maplewood Avenue near Route 1 Bypass North. No injuries. The driver of a Volvo wants to leave because they don't believe the other party should have called the police. They are in the Shell parking lot.
7:16 p.m. — Kittery, Maine, police ask Portsmouth officers to stop and ID a white Nissan Altima; a woman is suspected of stealing two pairs of sweatpants in their town. The woman admitted to stealing the clothes. The property is transferred to Kittery police, who are no longer pressing charges.
7:34 p.m. — Someone's son is reportedly being blackmailed after a sexually-explicit Facetime conversation.
8:10 p.m. — A woman has a possible elbow injury after falling off a moped on Junkins Avenue near Parrot Avenue. She refuses medical attention. No damage to the moped.
8:59 p.m. — Someone reportedly loses out on $300,000 after a problem with a scratch ticket. A language barrier and a possible gambling addiction are involved. Two officers respond due to apparently severe mental health issues.
9:40 p.m. — A man sleeps on a bench on Hanover Street. He is moved along.
11:53 p.m. — Patrick V. Quitugua, 36, of Dover, is charged with two counts of driving after revocation related to a DWI.
