Montclair Manager Marc Dashield Announces The Hiring Of A New Township Planner

Janice E. Talley takes over on October 1.

Montclair Township Manager Marc Dashield announced Wednesday the appointment of Janice E. Talley as the new Director of Planning and Community Development. Talley will assume the position on October 1, replacing outgoing township planner Karen Kadus, who retired earlier this year.

Talley brings over 20 years of planning experience, including preparation of master plans, zoning ordinances, and housing and redevelopment plans. She has conducted numerous special planning initiatives such as build-out analyses and fiscal and economic impact studies.

"The Township welcomes Ms. Talley's multi-faceted knowledge and perspectives on all areas of municipal planning and development," said Mr. Dashield. "We look forwarding to working with her to ensure effective leadership in promoting sound planning decisions for Montclair."

Prior to her new appointment, Talley was principal and owner of Talley Planning Associates, LLC and a department manager and associate at H2M Associates, Inc., a planning and engineering consulting firm based in Parsippany, New Jersey. Most recently, she served in the capacity of municipal planner to Livingston Township, Maplewood Township, Clark Township, Tenafly Borough, Ho-Ho-Kos Borough, Roselle Park Borough, and the City of Hoboken.

Some of Talley's recent projects include work on redevelopment plans for Roselle Park Borough and the City of Garfield; master plan for Pompton Lakes and master plan reexamination reports for Glen Rock and Mantaloking boroughs; various strategic plans for the City of Paterson and Passaic and Hudson Counties; and housing element and fair share plans for Livingston and Clark townships.

Talley holds a Master of City Planning degree from Georgia Institute of Technology and a B.A. in Economics and English from Emory University. She is also author and co-author of several articles on municipal planning.
