See What Each NJ Town Is Getting From COVID Relief Law

NEW JERSEY — Every county, town and city in New Jersey is getting something from a massive, $1.9 trillion federal coronavirus relief bill. And overall, it will mean a $10 billion windfall for the Garden State (see the list of municipalities and what they're getting below).

Known as the American Rescue Plan, the package contains many provisions aimed at easing the ravages of the pandemic, such as $1,400 stimulus payments for most U.S. taxpayers and an extension of unemployment benefits.

It also has roughly $360 billion in state and local aid, which is intended to help keep essential workers on the job, assist struggling families and small businesses, and make critical investments in the nation's infrastructure.

Gov. Phil Murphy appeared with U.S. Senators Cory Booker and Bob Menendez on Friday to discuss how New Jersey plans to spend the money.

Murphy also was joined by local mayors and first responders to discuss how billions slated for New Jersey in the $1.9 trillion federal COVID relief package will help the state and local communities combat the pandemic and spur economic recovery.

The Senate narrowly passed the massive bill Saturday. The House gave final congressional approval to the package on Wednesday and President Joe Biden signed it into law on Thursday.

New Jersey will receive about $6.43 billion in state funding, plus another $189 million to expand its broadband internet infrastructure. An additional $1.82 billion will be split among the state’s 21 county governments, and $1.74 billion divided among all 565 cities and municipalities. (See the full list below)

Despite the lack of a $15 minimum wage hike – which many progressives had been pushing for – the bill has seen big support from many Democratic Party members, who say it would create one of the biggest “social safety nets” in decades and spur the nation to recovery.

Republicans, however, have largely panned the bill, arguing that it’s fiscally bloated, deeply partisan and blind to signs that the pandemic is easing.

WHERE WILL THE MONEY GO IN NJ?

The final formula for state and local funding targets federal resources to areas with the “greatest need,” relying heavily on the number of unemployed people in each state, according to a joint statement from Menendez and Booker.

As a result, the Garden State will receive the eighth-largest pot of federal money compared to other states. It’s about $1 billion more than if the formula had been based entirely on population, the senators said.

There are several ways that counties or municipalities can spend the cash:

  • Pay for "COVID-related expenses"
  • Cover lost revenues due to the pandemic to maintain critical services and avoid layoffs of essential workers
  • Provide assistance to residents and small businesses
  • Invest in water, sewer and broadband infrastructure

“Our state and local governments have been on the frontlines of the fight against COVID-19,” Menendez said. “They have been bleeding resources for over a year while costs have soared and revenues have plummeted. As a result, they have borne the brunt of the economic pain and desperately need help.”

Booker said it’s “unacceptable” that New Jersey schools, hospitals, small businesses and workers face the threat of budgetary shortfalls amid “the greatest public health and economic crises of our lifetimes.”

“With state and local governments across our country facing the painful decisions of potentially laying off thousands of police officers, firefighters, teachers, and other essential workers, and cutting essential services, the full support of our federal government has never been more important to fight this pandemic,” Booker said.
