South Toms River Man Accused Of Cocaine Distribution

TOMS RIVER, NJ — A South Toms River man was among four people arrested Thursday in connection with cocaine distribution in Ocean County, the Ocean County Prosecutor's Office said Wednesday.
Jessie Jackson, 38, of South Toms River, was charged with possession of cocaine (less than 5 ounces) with intent to distribute, possession of heroin with the intent to distribute; possession of cocaine; possession of heroin; and knowingly wander to obtain or sell a controlled dangerous substance, Prosecutor Bradley D. Billhimer said.
Also arrested were Elex Hyman, 49, and Jaime Steen, 38, both of Barnegat, and Alicia Walker, 44, of Union Beach, Billhimer said.

Billhimer said the county's Narcotics Strike Force, Barnegat Township Police Department Crime Reduction Unit and the Toms River Township Police Department Special Enforcement Team, the Stafford Township Police Department Drug Enforcement Unit and K-9 Unit, Ocean Township Police Department Detective Bureau, Lacey Township Police Department Detective Bureau and the Ocean County Sherriff’s Office conducted the investigation and identified a home in Barnegat as being used by Hyman and Steen to distribute cocaine.
Detectives began surveillance at the home and maintained it as Hyman and Steen traveled to Toms River, where they saw Hyman meet with a vehicle occupied by Jackson and Walker, Billhimer said. After they left, both vehicles were pulled over, he said.

Detectives recovered 63 grams of powered and crack cocaine, 150 wax folds of heroin, and 100 Ecstasy tablets during the motor vehicle stops, and a search of the Barnegat home turned up $14,500 in US cash, Billhimer said.
Hyman was charged with possession of cocaine (less than 5 ounces) with intent to distribute; distribution of cocaine (more than a half-ounce less than 5 ounces); possession of cocaine; and knowingly wander to obtain or sell a controlled dangerous substance.
Steen was charged with possession of cocaine (less than 5 ounces) with intent to distribute; distribution of cocaine (more than a half-ounce less than 5 ounces); possession of cocaine; and knowingly wander to obtain or sell a controlled dangerous substance.
Walker was charged with possession of cocaine (less than 5 ounces) with intent to distribute; possession of heroin with the intent to distribute; possession of Ecstasy tablets with the intent to distribute; possession of heroin; possession of cocaine; possession of Ecstasy tablets; possession of drug paraphernalia; and knowingly wander to obtain or sell a controlled dangerous substance.
Jackson, Hyman and Walker are being held at the Ocean County jail pending a detention hearing. Steen was charged and released with a summons, Billhimer said.
