Governor Murphy To Nominate New Morris County Prosecutor

MORRIS COUNTY, NJ – Robert J. Carroll, Esq. has been tapped to serve as Morris County Prosecutor, according to Governor Phil Murphy.

An experienced attorney with extensive public and private sector experience, Carroll will replace Fredric M. Knapp, who is retiring from the post after serving over six years, officials said.

“Bob has a long and distinguished resume with experience in both New Jersey and across the Country,” said Murphy. “I am confident that he will bring the same commitment and resolve to the Morris County Prosecutor’s Office that he has already demonstrated throughout his career, including in his current position at the NJTA.”

Murphy will make a formal nomination at a later date, which will then be considered by the State Senate. Carroll will serve as Acting Morris County Prosecutor effective as of Tuesday, Oct. 13.

“I am humbled and honored to be chosen by Governor Murphy for this important position. I remain dedicated to protecting our citizens, as well as committed to tirelessly working to improve relationships between our law enforcement agencies and the communities which we all serve,” said Carroll.

Carroll currently serves as the Director of the Law Department at the New Jersey Turnpike Authority.

He was previously a partner at Michael & Carroll, P.C., a law firm based in Point Pleasant. Prior to this, he served in an array of consulting and leadership positions in the gaming industry. He was active in assisting Native American Tribes in developing governmental infrastructures and commercial projects, and served as Chairman of the Tribal Gaming Commission for the Chitimacha Tribe of Louisiana. As Massachusetts commenced a new gaming industry, he led a team of seasoned investigators that helped to successfully launch the Massachusetts Gaming Commission. Carroll also held several other positions representing New Jersey labor unions, as well as major corporations and Tribes in the gaming industry.

In addition to his private sector experience, Carroll has served as an Assistant Attorney General and Chief of the Organized Crime and Racketeering Task Force at the New Jersey Office of the Attorney General. This unit investigated major NJ criminal enterprises and corruption. Led by Carroll, the unit achieved an unprecedented number of convictions of major mob figures, including investigating and convicting the notorious “Iceman” killer of New Jersey, Richard Kuklinski.

During his over four decades of legal practice, Carroll has extensive experience working with county prosecutors, having served as Acting Prosecutor in Sussex County, an Investigator, and later an Assistant Prosecutor at the Essex County Prosecutor’s Office.

A resident of Roseland, Carroll received a Bachelor’s Degree from Wake Forest University where he was a scholarship football player. He holds a J.D. from the Seton Hall University School of Law.
