The incident remains under investigation, but there were no initial signs of foul play, police said.

It happened on a block of industrial warehouses that overlook Raccoon Creek, with basins located near the buildings.

This marks at least the second time in the past month that a person died in the water in Gloucester County. A few weeks ago, a contractor fell off an embankment while working on a residential property along Big Timber Creek in Westville. He was found dead in the creek later that night.
