To be fair, the survey includes cost to celebrate, and New York does not fair well. New York ranks 96th out of 100 for beer and wine prices, for instance. They also include markers such as the "prevalence of affordable 4.5-star restaurants," the cost of hamburgers and the lowest price of a three-star hotel.
New York's score of 26 in the Entertainment and Food category, which takes into account these factors, is lower than most of the cities above it. The aforementioned Madison, Wisconsin scores 50 on the Entertainment and Food section.

Unsurprisingly, New York also scores very low on the average Fourth of July Weather Forecast, which gives extra weight to likelihood for precipitation. If you're keeping score this year, however, the weather forecast looks excellent.
But don't worry New Yorkers, we still holding bragging rights over Boston (No. 15) and Chicago (No. 19).
