NEW YORK CITY — Bitter cold weather and howling winds made it feel like it was below zero outside Thursday, forecasters said.

The sun will warm things up a little with a high of 29 degrees but 32 mph gusts will keep the wind chill value between zero and 10 degrees, said forecasters.
