NEW YORK CITY — Gov. Andrew Cuomo will share his goals for New York City's future during the 2020 State of the State speech Wednesday.

Cuomo, a Democrat, is slated to address New York State from the Empire State Plaza Convention Center in Albany at 1:30 p.m. and via livestream.

Several of the proposals on the governor's wishlist would directly affect New York City if implemented, among them a Penn Station upgrade that would expand service by 40 percent, the transformation of a waterside NYPD tow pound into a Hudson River green space, and legislation to ban repeat sex offenders from using MTA transit.

But New York State also faces a $6 billion dollar deficit, caused primarily by growth in Medicaid spending, that must be dealt with in the coming months. Gov. Cuomo said Monday he isn't planning to raise taxes to fill the gap, which as THE CITY reports, suggests he'll look to cut spending.

Cuomo will address New York for the 10th time as governor, just days after he rescued a man who crashed on the Brooklyn Queens Expressway.
