Arrest, Arraignment In Nyack Shooting

A Haverstraw man who was picked up by Maryland police has been sent to Rockland County Jail.

NYACK, NY — The Haverstraw man accused of a fatal shooting in Nyack waived extradition from Maryland and was arraigned Wednesday night in a virtual court appearance. Jason Jabouin was sent to the Rockland County Jail by Orangetown Justice Richard Finning.

Ryan L. Franklin, 30, of West Haverstraw, died in Nyack May 22. He was shot on South Midland Avenue around 10:05 a.m. and found severely wounded by police officers.

Jabouin fled to Maryland, police said, where he was picked up by police in a traffic stop less than 24 hours later.

District Attorney Tom Walsh and Orangetown Police Chief Donald Butterworth said Jaboin was charged with Murder in the Second Degree, Robbery in the First Degree, and CriminalPossession of a Weapon in the Second Degree. He has a preliminary hearing scheduled on Tuesday in Rockland County Court.

"I commend the hard work and dedication of the men and women of the Orangetown Police Department in apprehending Jason Jabouin for the killing of Ryan Franklin. We remember the victim and our sympathies go out to his family and friends," Walsh said. "Rest assured, justice will be served, and we will ensure that the safety and security of Rockland County remains my office's top priority. Our community can't allow the senseless killing of a young man to become commonplace. We should not, and will not, stand for that."

Orangetown Supervisor Teresa Kenny and Nyack Mayor Don Hammond thanked the police for their fast work.

"The determination and skill of Orangetown Police Department detectives, officers and our law enforcement partners in seeking justice for Mr. Franklin and his family was shown throughout this investigation," said Butterworth. "We will continue to work closely with the Rockland County District Attorney in the prosecution of the perpetrator of this violent criminal act.The Orangetown Police Department remains committed to serving all people who live, work or visit our community."

Chief Assistant District Attorney Patrick Frawley and First Assistant District Attorney Dominic Crispino will prosecute the case.
