Hudson Valley Storm Hub: End In Sight

HUDSON VALLEY, NY — Due to the nor'easter and hazardous road conditions, Bee-Line buses and Paratransit vehicles will not operate Tuesday morning in Westchester County. If the roads are safe and passable, the plan is to resume service at noon.

However, Rockland is lifting the State of Emergency banning travel on all county and local roads for all but essential business at 7 a.m. Tuesday.

Still, County Executive Ed Day asked people to wait a bit. "We recommend a delayed start to any travel tomorrow to give crews added time to clear the roads and urge caution of those who will be traveling as light snow is predicted throughout the day Tuesday," Day said. "This storm has produced dangerous, white-out conditions and I thank all our residents who heeded the warnings to stay off the road; by staying home you’ve allowed our plow drivers the time and space they need to safely do their jobs."

At 1 p.m., police reported worsening conditions on Westchester County parkways. So far on the parkways, police reported dealing with 11 accidents, two with injuries, and with 26 disabled vehicles.

Governments

Rockland County Executive Ed Day issued a countywide State of Emergency ahead of the snow storm, banning travel on all county and local roads for all but essential business beginning 6 a.m. Monday. "We need everyone to stay off the roads during this dangerous storm," Day said in the announcement. "Please don’t go out until we end this State of Emergency which will be lifted as soon as conditions warrant."

Dutchess County offices are closed. If you had a DMV appointment for Monday, it will be honored on Wednesday at the same time and location.

  • Southern Westchester: In addition to what's on the ground already, additional snow accumulations of 14 to 18 inches and ice accumulations of a light glaze. Snow may change to a light wintry mix Monday night. Winds gusting as high as 45 mph. Scattered downed tree limbs and power outages possible along the coast.
  • Orange, Putnam, Rockland and northern Westchester counties: Additional snow accumulations of 15 to 19 inches and ice accumulations of a light glaze are possible Monday. Winds gusting as high as 40 mph.
  • Dutchess and Ulster counties: Total snow accumulations of 10 to 18 inches. Winds gusting as high as 40 mph. Localized amounts in the eastern Catskills of 24 inches. Snow will continue into Tuesday, tapering to snow showers Tuesday night into Wednesday morning.

Snowfall rates of 1-3” per hour will be possible in the heaviest snow Monday afternoon and evening. Travel will be very difficult to impossible. The storm could cause power outages in the Hudson Valley, as well as flooding of low-lying areas in coastal locations, the NWS said.

Minor to locally moderate flooding up riverine areas of the lower Hudson Valley is likely tonight.


Travel and Transportation

Due to dangerous road conditions from the current winter storm, Dutchess County Public Transit services are suspended.

In Westchester, Bee-Line buses and Paratransit vehicles are running with 30-minute delays. Routes 7, 8, 9, and 30 are traveling on the standard snow detours but there is no service on Route 32 Monday.

The Rockland County Department of Public Transportation has suspended TOR (Transport of Rockland) service until further notice as of 4 a.m. on Monday. TRIPS service is also canceled.

Dutchess County Public Transit services are suspended.

UCAT service is suspended Monday, hoping to resume service on Tuesday.

Metro-North Railroad: late-night service will end early on Monday evening. Metro-North officials are closely monitoring conditions and may modify or suspend service if snowfall is heavy. Train service may be curtailed or suspended if there are frozen switches, downed trees, or a loss of third rail or overhead catenary power.

New York officials have banned short and long tandems on portions of the New York State Thruway effective Monday at 5 a.m. including I-87 from the New York City Line to Exit 24 in Albany, as well as on all of I-95 and I-287. Additionally, empty trailers are banned on I-87 between Exit 8 to Exit 21A, on the Berkshire Spur and on the Governor Mario M. Cuomo Bridge.

Trailer bans are also implemented on roadways outside of the Thruway system. Beginning 5 a.m. Monday, empty trailers and tandem trailers were banned on I-84 from the Pennsylvania state line to the Connecticut state line, on Route 17 East of Binghamton to the New Jersey state line, and on the entire length of I-684.

Mount Kisco Department of Public Works has closed Knowlton Avenue and Quaker Hill Lane due to the storm. It's expected to reopen Tuesday when the storm has ended.

Vaccine clinics

Due to the storm, state health officials are rescheduling vaccine appointments at: SUNY Stony Brook, Jones Beach, Aqueduct Racetrack, the Javits Center, and the Westchester County Center. Every New Yorker with appointments at these sites scheduled will receive an email or text message rescheduling their vaccination for later this week.
