Pleasantville Raises Spending Plan For Manville Road Improvements
Selling bonds to finance $1.4 million more for work on one of the village's main traffic arteries is subject to a permissive referendum.

PLEASANTVILLE, NY — The Pleasantville Board of Trustees authorized another $1.4 million to finance the continuing reconstruction and improvement of Manville Road, including sidewalks, curbs, gutters, drainage, paving, grading and landscaping.
The bond resolution village officials adopted Monday supplements a resolution adopted by the board in 2019 that authorized $2.6 million to finance the project.
In all, the village plans to borrow up to $4 million at most through the sale of bonds.

The authorization and sale of bonds by local governments is, under New York state law, subject to a permissive referendum, meaning that residents can petition to have the spending put to a vote. According to the Rockefeller Institute of Government, that means "a petition properly prepared and signed by a number of 'qualified electors' equal to 5 percent of those voting in the last gubernatorial election."
Pleasantville officials said the village, as lead agency, has previously determined that the project will not have a significant effect on the environment and that no further action under environmental review laws is required.
