Dissolving high THC level marijuana in a solvent like alcohol makes concentrated cannabis. After it breaks down the liquid is strained and left to dry into a waxy crumbled yellow substance that is mixed with more marijuana and smoked, according to police.

The 18-year-old was also charged with unlawful possession of marijuana, a violation. He was arrested and released on $100 cash bail and will appear in court on April 22.
