Sex Offender Moves Next Door To Victim In Oklahoma

The convicted sex offender moved in with his mother, the victim's grandmother, and the law does not prevent him from living there.

BRISTOW, OK — A convicted sex offender in Oklahoma moved next door to his victim and according to the law, there is no recourse his victim can take.

The sex offender, Harold Dwayne English, was convicted in 2005 for lewd or indecent proposals/acts to a child. He also has a prior conviction in 2012 in Texas for abuse or neglect of a child /child beating (if the offense involved sexual abuse of exploitation.)

The victim, Danyelle Dyer, who publicly shared her story on Facbeook and with multiple news outlets, was sexually molested by English, her father's step brother. The abuse took place when Dyer was 7-years-old when English came to visit the family's home in Bristow, Oklahoma for the summer.

According to CNN, English moved in with his mother-Dyer's grandmother-who lives right next door to Dyer and her family.

"If I look outside, I can see my grandmother's entire house. We are maybe 100 yards from her house," Dyer told CNN.

In Oklahoma, "individuals who have been convicted, received a suspended sentence, or a deferred sentence for a crime requiring them to register pursuant to the terms of the Sex Offender Registration Act cannot live, either temporarily or permanently, within a 2000-foot radius of any public or private school site, educational institution, property or campsite used by an organization whose primary purpose is working with children, a playground or park that is established, operated or supported in whole or in part by city, county, state, federal or tribal government, or licensed child care center as defined by the Department of Human Services."

Residency restrictions for sex offenders do not bar them from living within a certain minimum distance from their victims.

“When you have to see it, I can only imagine what it does to my daughter when she’s there and she has to witness it,” Dyer's mother, Laurina Dyer, told local news channel KFOR. “She shouldn’t have to. Very heartbreaking.”

Dyer told CNN that after calls to authorities they were told there was nothing preventing Dyer from living next door to her. Dyer and her family are now working with Oklahoma State Rep. Kyle Hilbert to introduce a new bill to protect victims, CNN reports.

In the interim, Dyer has also decided to take action on her own. She posted a screenshot of English's profile from the Oklahoma Sex Offender Registry to her Facebook page.

"Meet my abuser and my new neighbor," Dyer wrote on Facebook.

She goes on to explain in the post that she is trying to bring attention to the cause and asks for any legal advice to get English to move. Read the full post below:
