Councilor Alcaire is a transformational leader with years of experience in public service. Her first vote on the council was to support Sanctuary City status, affirming that Hillsboro is an inclusive, safe, and welcoming city for all residents.
On the major issues facing Hillsboro, such as housing and homelessness, she encourages a “think-outside-the-box” mentality when working collaboratively with the board and as a member of the transportation committee.

Alcaire’s strength as a leader is also in her outreach efforts, listening to residents to better know about current community concerns. She also has spent time with the Hillsboro Police Department to gather first-hand knowledge of the needs of both the homeless people and the police who are responsible for their wellbeing.
Alcaire serves on three organizational boards, including Bienestar of Oregon (Hillsboro), which provides fair-housing to farm-working and low-income families, Willamette West Habitat for Humanity (Hillsboro), that supports first-time, low-income homebuyers, and CREATE (Cornelius), an alternative school where students complete their high school diploma or GED.
Alcaire has over 20 years of experience working for nonprofit organizations in the area, providing education-based support to diverse at-risk youth and families. Her current role is a Career Coach at Community Action to support people who receive Supplemental Nutrition Assistance (SNAP) to find employment stability.
Alcaire also has 14 years of progressive experience working in higher education for Portland State University and Portland Community College. She plans to complete her EdD in Education Leadership in the spring of 2019.
Alcaire’s priorities as a Hillsboro Councilor include:
- Creating more affordable and mixed-use housing options;
- Increasing economic development, including new industries and more family wage jobs;
- Transportation projects that will make our roads safer and more efficient for our residents;
- Creating safe sidewalks for pedestrians and bicyclists;
- Supporting programs that raise our community members out of poverty so they can thrive.
“I have enjoyed serving on the City Council. I want to encourage more citizens to engage with our local government and work together to make Hillsboro a great place to call home. I hope to earn your support!” —Councilor Alcaire
Since 2004, Councilor Alcaire has lived in Arbor Roses with her 90-year-old mother, whom she cares for with the help of her extended family.
Alcaire enjoys backyard gardening, strolling the farmer’s markets, and supporting local events.
