Small businesses in the City of Hillsboro can apply for emergency grant funding through three different programs that support Hillsboro businesses impacted by COVID-19.

MESO (Micro Enterprise Service Organization) Business Grant Program

Application period: Tuesday, October 20, 9 am until Monday, October 26, 4 pm

Hillsboro small businesses are eligible to apply to receive between $2,500 and $25,000, even if they received funding during the three completed rounds of the City’s Emergency Business Grant — or Washington County’s Small Business Emergency Grant. Apply on MESO's website.

  • Businesses and nonprofits must be located inside Hillsboro city limits and have an active business license from the City of Hillsboro prior to applying.
  • Call 503-681-6408 for any questions regarding Hillsboro business licenses.
  • Each business must have 25 or fewer employees.
  • Priority will be given to eligible businesses that have yet to receive emergency grant funding, sole proprietors, and minority- and woman-owned businesses.

To help businesses prepare to apply, eligibility guidelines and applications will be available in English, Spanish, Vietnamese, Korean, and Simplified Chinese on the MESO website.

MESO staff will be available by phone at 503-489-7410 in English and Spanish, during normal business hours, to assist business owners and entrepreneurs during the application window.

City of Hillsboro Emergency Business Grant Program, Round 4

Application period: Wednesday, October 28, 8 am until Friday, October 30, 5 pm

Businesses in the City of Hillsboro can apply to receive up to $4,000 in emergency grant funding during a fourth round of applications even if they received funding during the three previous rounds of the City’s Emergency Business Grant — or Washington County’s Small Business Emergency Grant. Approximately $200,000 in funds are available in this round. Apply on the City of Hillsboro's COVID-19 Business Resources webpage.

  • Businesses must be located inside Hillsboro city limits and have an active business license from the City of Hillsboro prior to applying.
  • Call 503-681-6408 for any questions regarding Hillsboro business licenses.
  • Each business will need to submit a W-9, a Federal Tax ID number, and their Hillsboro business license number.
  • Priority will be given to eligible businesses that have yet to receive emergency grant funding from the City, Washington County, or MESO, and minority-, veteran, and/or woman-owned businesses.

The application will be available in English and Spanish, as in previous rounds.

Washington County Small Business Emergency Grant Program

Application period: starting on Monday, November 2

Washington County’s Small Business Emergency Grant program will have a fourth round of funding. Apply on Washington County's website.

  • Small businesses county-wide, including those in incorporated cities, that have 25 or fewer employees and have previously received assistance are eligible to apply.
  • Priority will be given to businesses that are first-time applicants.
