New Police Chief Named For West Goshen Township

As Police Chief Joseph Gleason retires, Lt. Michael Carroll will take his place in West Goshen Township, bringing 24 years of experience.

WEST GOSHEN TOWNSHIP, PA — West Goshen Township Police will have a changing of the guard in January, when one police chief resigns and a seasoned department veteran steps in.

Michael P. Carroll will on Jan. 4, 2021 take the place of the retiring Chief of Police Joseph J. Gleason as West Goshen Township Chief of Police.

Carroll has been with the West Goshen Township Police Department for 24 years, serving in patrol, detective, and administrative divisions. He's held the ranks of Sergeant, Detective Sergeant and most recently, Lieutenant.

"We are confident that his experience and dedication to the profession of law enforcement will immensely benefit our department and the residents of West Goshen Township!" said Gleason.

The West Goshen Township Board of Supervisors announced the appointment on Nov. 19.

The board said Carroll began his service with West Goshen Township in 1996 as a Patrol Officer. Prior to that, he was a patrol officer with the Caln Township Police Department for seven years. In 2008, he was promoted to Sergeant of Patrol and in 2011 was promoted to Sergeant of the Detective Division.

In 2016, Carroll was promoted to Lieutenant. As a Lieutenant, he was in charge of the Detective Division, the Training Division, the Juvenile and Community Relations Division and the Emergency Response Team (ERT), consisting of more than 35 officers.

Carroll oversees the police department's in-house instruction and training program. He directly supervises eight instructors and select outside experts and platforms to ensure the department's officers receive training for 21st Century Policing.

Carroll created and developed the Citizens Police Academy to assist the general public with understanding of the policing profession and helping to further public trust with the Police Department.

He is an Assistant Team Leader for the Emergency Response Team (ERT) and commands ERT incidents, the township's board said.

Carroll graduated from the Reading, Pennsylvania Police Academy. He holds a bachelor's degree in Criminal Justice from West Chester University and is a 2011 graduate of the F.B.I. National Academy Session 246 and is a 2018 graduate of the Senior Management Institute for Police.
