Township Of Newtown: Update From Township Engineer Regarding Concerns About Erosion And Sedimentation Control Measures

The following is an update from the Township Engineer on June 14, 2021 following concerns raised regarding Erosion and Sedimentation Control measures on the active construction site at Ellis Preserve:

With representatives from the Delaware County Conservation District, Bohler Engineering, Reading Site Contractors, members of the Newtown Township Environmental Advisory Council (EAC), the Township Manager and my office, we walked the perimeter of the site along Charles Ellis Drive and Winding Way.   We noted several inlets that required cleaning along with repair of water quality inserts on Charles Ellis, a few spots where either seeding and/or erosion controls should be provided until final grades can be achieved along West Chester Pike and identified an area along Winding Way where the proposed temporary swale will need to be graded and matted as soon as the storm sewer system installation is completed (expected later in the day Monday, June 14, 2021).  Once the swale is graded it, along with the Sediment Basin side slopes, will be provided with seeding and jute matting to stabilize.  A schedule will be provided by the contractor for the matting. 

Following the walk through with members of the EAC, a smaller contingent walked the remainder of the site and reviewed additional measures installed by Reading Site as well as developed action items needed at the storm sewer outfall below the Sediment Basin for improved stabilization, a new rock construction entrance for the staging area at the Pump Station adjacent to the Friend’s Meeting property and in general spoke about the sequencing for installation of the sanitary and storm sewer systems required prior to grading the remainder of the site.  

The Conservation District will be issuing their report to the Township for dissemination when received.
