Cielo was going about 32 miles per hour in a 25 mile per hour zone, authorities said. In an interview with authorities, she said that her windshield had fogged up and made it difficult to see.
She added that she would have pulled over but there was a car in the lane next to her, the criminal complaint states. She said she saw Lindsey first, and swerved out of the way and hit the brakes, but when she swerved, she hit Collins.
Police had alleged in their initial complaint that Cielo operated her vehicle in a reckless manner.
Collins was rushed to Lankenau Medical Center, where he was pronounced dead at 11:40 a.m. that morning. Lindsey was not harmed.
