Maybe Not Flowing Downhill: Battlelines Drawn Over Water for Controversial Plant
Woonsocket councilors, citing environmental concerns, voted against selling water to Invenergy, but Johnston tried to cut a deal.

JOHNSTON, RI — So now, Johnston, according to published reports, stands to collect millions over 20 years from a power plant the people of Burrillville say they don't want. And it turns out, the salient question is, if Johnston doesn't really have any water, can it sell the water it gets from Providence? Stay tuned.
