Florida Man Sentenced For RI, MA ATM Thefts

NEWPORT, RI — A Florida man to 36 months in federal prison after he was convicted of using stolen identities to order and use fraudulent debit cards at Aquidneck Island ATMs. Stacy Moore, 48, of Miami Beach admitted to stealing thousands of dollars from locations in Middletown and Newport, as well as Massachusetts.

Moore used the stolen identities to apply for debit cards, which he stole from mailboxes in Rhode Island and Massachusetts. One of his victims said in a statement that he had a "systematic thought out plan of doing the unconscionable act of stealing."

Using the postal service's informed delivery feature, Moore was able to determine when exactly the cards and PIN numbers would be delivered. The cards were then used at ATMs in both states to steal money from the accounts.

"Moore thinks that he can be a lazy person and just take from people who work hard, live right and do the right thing," another victim wrote. "It's obvious that he thinks these rules [don’t] apply to him. He may think that he’s smarter than we fools who get up, sacrifice and go to work every day!"

In total, Moore stole $36,000 and tried to withdraw an additional $4,800. In 2019, he stole $6,000 from ATMs in Middletown and Newport across several withdrawals, as well as $9,600 from ATMs in Boston in December 2018. He pleaded guilty to two counts of bank fraud and one count each of aggravated identity theft and theft of mail, and was sentenced Thursday to 36 months in federal prison, followed by three years' supervised release. Restitution has not yet been determined.
