Newport Police Charge Man With Domestic Strangulation

The victim told police he strangled her with his hands and then used his necklace.

NEWPORT, RI—A woman at Bayside Village Apartments on Third Street told police her boyfriend strangled her in her home. Police took her complaint on Wednesday at 10:02 a.m. and later found Troy Cepeda Torres, 33, at work. He was arrested at 10:25 a.m. and charged with two felonies: domestic assault/strangulation; and domestic assault.

According to the police narrative, an argument started and became violent. She told officers she tried to hide in the bathroom, but he pulled her out. She alleges she lost consciousness for several seconds when he strangled her, first with his hands and then with his necklace. She also had injuries on her leg, police said.
