2. A Central Falls oil tank zoning case showdown is headed to court. The city's zoning board on Oct. 7 denied an application from Western Oil to build nine towering 30,000-gallon storage tanks at 1 Duchess Way, an industrial site near homes at the Lincoln line. Western Oil sued Central Falls. Next week lawyers will argue their respective cases before a judge. The Hummel Report (Providence Journal, subscriber content) has the details, including comment from a former state senator who lives nearby. Patch has the Cliffs Notes.

3. A heads-up for those who follow commercial real estate. Cottage Plaza — an 84,455-square-foot Stop & Shop plaza in the Darlington neighborhood - is being sold for $21.7 million. Tenants at the shopping center include Advance Auto Parts, Pawtucket Wine & Spirits, Sally Beauty Supply, Stop & Shop Gas, Wendy’s and Dunkin’ Donuts. The property was built on 14.6 acres in 2004 and 2005. (ShoppingCenterBusiness.com)
4. The "stuck bridge" in Providence will not be torn down. Instead, the Rhode Island Department of Transportation will sell the Crook Point Bascule Bridge to the City of Providence for the princely sum of $1. Engineers for RIDOT inspected the bridge after it recently caught fire and said it's still structurally OK. Providence wants to repurpose the bridge as public art. (GoLocalProv)
5. Gov. McKee on Wednesday signed legislation to create safe injection sites for people who use illegal drugs. The legislation makes Rhode Island the first in the nation to do so, although such supervised centers exist in other countries. The bill establishes a two-year pilot program to create “harm reduction centers” where people could consume their own drugs while also getting connected with resources. Providence Journal has the story. Patch last week reported that Pawtucket is on the state's top-five list for opioid overdoses.
